The Operations Focus Group (OFG) facilitates the progressive improvement of operational safety through the understanding and development and promotion of justifiable and effective campaigns, programmes and tools.

The OFG has no statutory responsibilities and aims to:
- Monitor industry performance in relation to operational safety and recommend changes to priorities and strategies.
- The examination of incidents with casual factors related to precursors of train collisions including SPADs and other operating irregularities.
- Identify and initiate activities to improve Safety Management Systems (SMS) holders of operational safety risk including identifying and sharing good practice across the industry.
- Act as the sponsor for all RSSB activities in the field of operational safety including being the principal client group for research and development.
The scope for the OFG is:
- Network Rail controlled infrastructure and operational safety interfaces with other rail systems including: high Speed One (HS1); and sidings and yards.
- Members of the workforce involved in practical risk control measures such as: drivers, driver managers, shunters, conductors, guards, dispatchers, signallers, operations managers, standards managers, safety managers and trainers.
