Industry Standards Co-ordination Committee

The Industry Standards Co-ordination Committee (ISCC) has been established by the RSSB in accordance with the Railway Group Standards Code (the Code). The purpose of the ISCC, as set out in the Code, is reproduced below.

Purpose of ISCC

Provide direction, advice and guidance to Standards Committees and RSSB with respect to:

  • The interpretation of the Code
  • European standards issues relevant to the mainline railway which affect RGSs
  • Prioritisation and resource allocation for changes to RGSs
  • The reconciliation of uncertainty or conflict between subject areas
  • The impact of any changes in legislation on the content of RGSs, and
  • Any strategies approved by the Board as relevant to RGSs

Monitor and review the effectiveness of:

  • RGSs in meeting their purpose, and
  • The procedures defined in the Code and Standards Manual for managing the creation, modification or withdrawal of RGSs

Approve the lists of measures to be proposed by RSSB to the member state as:

  • National technical rules in response to European Directives concerned with the interoperability of the European railways, or
  • National safety rules in response to European Directives concerned with the safety of the European railways, and

Approve proposed GB specific cases and the associated economic evaluation prior to them being proposed for inclusion in a Technical Specification for Interoperability.

The remit for ISCC provides greater detail on the purpose, governance and working arrangements for the committee.

ISCC Documents

ISCC has approved for publication documents containing guidance, agreed positions and ways of working.  These documents may be found elsewhere on the RSSB website in support of the relevant issues.  Links to the approved documents are also available through the ISCC Document List.

ISCC Chairman's annual report to RSSB's Board

The Standards Manual (section 5.2) requires the ISCC Chairman to prepare and submit an annual report to the Board which comprises, as a minimum:

  • A summary of the activities of the ISCC (including those of any ISCC sub-committees) over the previous calendar year, and
  • The views of the ISCC on the progress made by RSSB on work relating to RGSs and associated documents
  • The 2011 ISCC Annual Report was endorsed by the Board in March 2011.

    ISCC Strategic Plan

    ISCC's Strategic Plan, 2010-2014, issue two, was approved by ISCC in February 2011.  The plan sets out ISCC's goals and strategic issues with a particular emphasis on those activities to be developed during 2011/12.

    The Strategic Plan is supported by a planning document which shows the work needed to deliver the plan.
