The purpose of the Code is to define the procedures by which RSSB and the members of RSSB co-operate to create, revise or withdraw RGSs and manage deviations from them, to monitor the effectiveness of RGSs, and the role of RSSB in authorising RGSs. (Railway Group Standards Code, Section 1.2)
The Railway Group Standards Code (the Code) Issue Three was approved by the Office of Rail Regulation (ORR) on 14 March 2008 and came into force on 07 June 2008.

Issue One of the Code (2004) was developed to provide greater industry involvement in the creation of standards, particularly in providing for an enhanced role for Industry Subject Committees (the predecessor to Standards Committees) in all aspects of the creation, modification and withdrawal of Railway Group Standards (RGSs).
Issue Two (2006) amended the scope of RGSs and provides for the integration of work on GB RGSs and European TSIs through the creation of the Standards Committees and the Industry Standards Co-ordination Committee.

The Standards Manual
Issue Three of the Code is supported by a Standards Manual which is approved by Industry Standards Coordination Committee (ISCC). The Standards Manual defines those elements of the cross-industry management of RGSs and associated documents which are not subject to ORR approval and provides guidance on the management of these documents.
Issue One of the Standards Manual was published at the same time as Issue Three of the Code
Issue Two of the Standards Manual came into force on 5 December 2009.
