‘Industry Shared Risk Database’

The new RSSB Industry Shared Risk Database (ISRD) was launched on 6th January 2010 and is now available to RSSB members.
It can be accessed here: isrd.rssb.co.uk

Developed by the SMS Programme Team with extensive industry input and consultation, the ISRD provides non mandatory guidance to RSSB members in relation to the management of shared risk between duty holders on the UK mainline railway. This user friendly and non-prescriptive database identifies those shared risk areas which require a collaborative approach to risk control, clarifying the types of operators involved and suggests where the lead responsibility is likely to lie for each shared risk.
The database has been developed around three key stages of accident causation and loss mitigation:
These three stages are demonstrated in the diagram below:
The ISRD contains over 300 shared risk precursors taken from Version 6.0 of the RSSB Safety Risk Model. A series of control measures were then identified to address the precursors across these three stages. The user is then provided with a wide range of associated products and services for each control, including Railway Group Standards, RSSB research reports and RAIB investigation reports.
Responsibilities have been allocated for managing these controls, between the following duty holders:
The ISRD represents groundbreaking cross-industry agreement as a documented understanding of responsibilities in relation to shared risk to help facilitate the cooperative management of safety.
