Safety on the national rail network improved by 9% in 2002/03 according to the latest Annual Safety Performance Report, published by the Rail Safety and Standards Board today. However, progress must be seen against the backdrop of the tragic accident at Potters Bar where seven people lost their lives and over 70 were injured. This catastrophic event illustrates why the rail industry cannot become complacent and must continue to commit energy and resources to safety improvements.

The Strategic Rail Authority and the Rail Safety & Standards Board (formerly Railway Safety) today confirmed, in an annual report, that planning and development for UK application of the European Rail Traffic Management System (ERTMS) was on schedule. The expert report also confirms a plan for the testing and development of the system is in place.

GNER to make a change to the Rule Book in relation to the role of the guard. The
original proposal from GNER, received on 6 February 2003, lacked a complete
safety justification and the risk assessments necessary for us to take this
forward at that time.
