Do Railway Group Standards cover Network Rail’s contracts with its contractors?

Railway Group Standards only relate to Network Rail’s contractors if they operate as an Infrastructure Manager or a Railway Undertaking outside of a possession, and will only then be applicable for activities within the scope of that operation. Otherwise, it is the responsibility of the Network Rail to instruct its contractors.
