Standards Committees
Standards Committees are formed by amalgamation of existing industry
groups, Subject Committees and TSI mirror groups. The change is in accordance
with the Strategy for Standards
Management, which recognises the growing
significance of TSIs and the need to progressively achieve consistency
of content and commonality of approach of standards.
Purpose of Standards Committees
In accordance with the RSSB members’ approved Strategy and the
Railway Group Standards Code (the Code), the purpose of Standards Committees,
on behalf of its members and stakeholders, is to:
- support a co-ordinated
GB industry input to development of European standards, and
- to approve
Railway Group Standards and Rail Industry Standards
Scope of Standards Committees
The scope of Standards Committees’ work encompasses the following
categories of standards:
1) European standards:
a) TSI – coordinating GB industry input so far as practicable,
through mirroring within ERA frameworks
b) EN – GB industry input to development, through
both duty holders and BSI.
2) Domestic (Railway Group Standards) in
the form of:
a) Notified National Technical Rules, temporarily filling
open points or identified gaps in the TSIs – as the approval
body for new or changed standards and deviations.
b) GB national standards covering subsystems not upgraded or
renewed to TSI standards or outside the scope of TSI – as
the approval body for new or changed standards and deviations.
3) Rail Industry Standards – a hierarchy of voluntary standards
is being developed and the nature of approval or review by the Standards
Committee will be dependent upon where the relevant standard is in the
hierarchy. One type of these voluntary standards is Rail Industry Standards
- voluntary standards requested by duty holders in support of their safety
management systems.
List of Standards Committees
- Infrastructure (INS)
- Rolling Stock (RST)
- Traffic Operation and Management (TOM)
- Control Command and Signalling
(CCS)
- Energy (ENE)
- Plant (PLT)
Cross-functional Standards Committees may be set up to
deal with RGSs or TSIs that do not have a clear lead.
The following
are examples of
current cross-functional TSI groups:
- Safety in Railway Tunnels
- Persons of Reduced Mobility
In all cases these will be supported by a lead Delivery
Unit within RSSB.
Each of the Committees has a technical scope that is
co-terminus with the TSI of the same name.
Guiding principles for Standards
Committees
All work relating to Standards Committees should be carried
out in the context of the Strategy for Standards Management.
The
Committees
will
have regard to the following guiding principles:
- A co-ordinated
approach to European standards.
- Consistency with Technical Specifications
for Interoperability.
- The future of the GB railway (and railway industry)
with due regard to safety, performance and efficiency.
- Optimum economic
solutions for the whole industry.
- A consistent and co-ordinated GB
approach to standards.
- The reduction of risk to passengers, employees
and the affected public so far as is reasonably practicable.
- Consideration
of the impact on all classes of stakeholders likely to be materially
affected.
The activities of the Standards Committees are overseen
by the Industry
Standards Co-ordination Committee (ISCC).
At appropriate intervals RSSB will undertake a
full review of the number and the coverage of Standards
Committees.
