G1 General safety responsibilities (Issue 3, April 2008)

Rule Book module GE/RT8000/G1 sets out the personal and general safety requirements for all staff including what to do in the event of a fire, or security alert, and how to send and receive messages involving safety.

AC1 AC electrified lines: Part A Dangers of the system, description of the equipment, personal safety and communications, Part B Emergency procedures (Issue 1, June 2003)

Rule Book module GE/RT8000/AC1 sets out the general safety requirements for anyone whose duties involve them going on or near the line which is provided with AC overhead electric wires. It also contains the instructions for switching off the electricity in an emergency.

M1 Trains stopped by train accident, fire or accidental division (Issue 1, June 2003)

Rule Book module GE/RT8000/M1 sets out the requirements for train crew, signallers and operations controllers involved in any incident of a train stopped by train accident, fire or accidental division.

M2 Train stopped by train failure (Issue 1, June 2003)

Rule Book module GE/RT8000/M2 sets out the requirements for train crew, signallers and the pilotman involved in the failure of a train. This module contains instructions on protection for the failed train and arranging assistance.

M4 Floods and snow (Issue 1, June 2003)

Rule Book module GE/RT8000/M4 sets out the requirements for making arrangements to deal with the effects of flooding and clearing of snow. There are also instructions for operating miniature and independent snow ploughs.

M5 Managing accidents (Issue 1, June 2003)

Rule Book module GE/RT8000/M5 sets out the requirements for staff in managing serious accidents and bodies on the line.

Rule Book module GE/RT8000/OTP sets out the requirements for the placing and removing OTP from the line and its operation when travelling and working in a possession.

OTM Working of on-track machines (OTM) (Issue 2, January 2007)

Rule Book module GE/RT8000/OTM sets out the requirements for on-track machines when they are working inside and outside of a possession.

P1 Single line working (Issue 1, June 2003)

Rule Book module GE/RT8000/P1 sets out the requirements for the pilotman, signallers and drivers when one line of a double line becomes blocked and trains have to travel over the remaining line in either direction.

P2 Working single and bi-directional lines by pilotman (Issue 2, October 2007)

Rule Book module GE/RT8000/P2 sets out the requirements for the pilotman, signallers and drivers when the normal operation of a single or bi-directional line cannot be maintained.

S1 Signals and indicatiors controlling train movements (Issue 1, June 2003)

Rule Book module GE/RT8000/S1 explains the meaning of signals, associated indicators and how to identify them.

S2 Observing and obeying fixed signals (Issue 1, June 2003)

Rule Book module GE/RT8000/S2 sets out the requirements for drivers, signallers and persons controlling train movements who need to observe and act upon the signal indications applicable to them.

S3 Train warning systems (AWS and TPWS) and reporting signalling failures and irregularities (Issue 2, November 2004)

Rule Book module GE/RT8000/S3 sets out the requirements for train crew, signallers, signalling technicians and other associated staff involved with train warning systems (AWS and TPWS) and the reporting of signalling failures and irregularities.

S4 Trains or shunting movements detained, or vehicles left, on running lines (Issue 2, April 2007)

Rule Book module GE/RT8000/S4 sets out the requirements for drivers, shunters and signallers when a train is detained at a signal and when vehicles are left on a running line.

S5 Passing a signal at danger (Issue 2, April 2008)

Rule Book module GE/RT8000/S5 sets out the requirements for train crew, signallers and shunters for when a signal can be passed at danger with authority and for when a signal has been passed without authority.

SP Speeds (Issue 3, April 2008)

Rule Book module GE/RT8000/SP sets out the requirements for recognising lineside speed signs and the duties of drivers and signallers when dealing with speed restrictions on the line. This module also affects people who are responsible for setting up temporary and emergency speed restrictions.

SS1 Station duties and train dispatch (Issue 2, October 2007)

Rule Book module GE/RT8000/SS1 sets out the requirements for staff who have the responsibility for the safety of the public and staff on stations and have the duty for the dispatch of trains from a platform.

SS2 Shunting (Issue 2, April 2008)

Rule Book module GE/RT8000/SS2 sets out the requirements for train crew, shunters and signallers who have the responsibility for carrying out shunting duties.

T1A Work on signalling equipment (Issue 2, October 2007)

Rule Book module GE/RT8000/T1A sets out the requirements for signallers, signalling technicians and operations control when signalling equipment is inoperative because of a failure or it is being maintained. It also covers new signalling which is being brought into use.

 

T1B Working of trains during failure, maintenance and renewal of signalling equipment (Issue 2, October 2007)

Rule Book module GE/RT8000/T1B sets out the requirements for signallers and operations control when making arrangements for the movement of trains during the time the signalling equipment is not fully operative.

 

T2 Protecting engineering work or a hand trolley on a line not under possession (Issue 2, October 2007)

Rule Book module GE/RT8000/T2 sets out the requirements for signallers, controllers of site safety (COSS), individual working alone (IWA) and protection controller (PC) in protecting engineering work not under possession. It also includes instructions for protecting a hand trolley on a line not under possession.

T3 Possession of the line for engineering work (Issue 2, January 2007)

Rule Book module GE/RT8000/T3 sets out the requirements for signallers, person in charge of a possession (PICOP) and engineering supervisor in making the arrangements for a possession of the line for engineering work.

T4 Possession of a siding for engineering work (Issue 2, October 2006)

Rule Book module GE/RT8000/T4 sets out the requirements for signallers or ground frame operator, person in charge of a siding and a person in charge of a T4 possession in making the arrangements for the possession of a siding. It also contains instructions when OTP is being on or off tracked in a siding.

T5 Operating power-operated points by hand (Issue 1, June 2007)

Rule Book module GE/RT8000/T5 sets out the requirements for signallers, point operators and agent in the operation of power-operated point by hand that cannot be used normally because of a failure.

T6 Possession of the line for engineering work (Issue 2, October 2007)

Rule Book module GE/RT8000/T6 sets out the requirements for anyone who is required to walk as part of a group or work on or near the line or they are acting as a site warden or lookout.

T7 Safe systems of work when walking or working on or near the line (Issue 3, October 2006)

Rule Book module GE/RT8000/T7 sets out the requirements for controllers of site safety (COSS) and an individual working alone (IWA) who need to set up safe systems of work when walking or working on or near the line.

T8 Handsignalling duties (Issue 2, October 2007)

Rule Book module GE/RT8000/T8 sets out the requirements for anyone who carries out the duties of a handsignaller.

T9 Loading and unloading rail vehicles during engineering work (Issue 2, January 2007)

Rule Book module GE/RT8000/T9 sets out the requirements for shunters, driver/operator of an engineering train, OTM or OTP and a person in charge of movements and unloading and loading of rail vehicles.

T10 Protecting personnel when working on rail vehicles and in sidings (Issue 1, June 2003)

Rule Book module GE/RT8000/TW6 sets out the requirements for drivers who work over lines signalled by the following systems: one-train working where a train staff is provided, one-train working where a train staff is not provided, electric token or no-signaller token.

TW7 Wrong direction movements (Issue 2, April 2008)

GSM-R Global system for mobile communications – railways (GSM-R) (Issue 1, October 2006)

Rule Book module GE/RT8000/GSM-R contains extracts of rules from Rule Book modules G1, G2, M1, S4, T6, TW1 and TW5 with additional requirements on the operation of Global System for Mobile Communications – Railways (GSM-R). These rules set out the additional requirements for staff involved in the GSM-R trial in Strathclyde.

RT3112 Blocking of lines for electric traction purposes – AE form (Issue 12/03)

This form is used by an Electrical Control Operator (ECO) to record details of an isolation of the AC overhead lines. An example of this form is found in Rule Book module AC2.

This form is used to record details of an isolation of the AC overhead lines. An example of this form is found in Rule Book module AC2.

RT3114 Blocking of lines for electric traction purposes – AS form (Issue 12/03)

This form is used to record details of an isolation of the AC overhead lines. An example of this form is found in Rule Book module AC2.

RT3116 Overhead line permit (Issue 06/07)

This form certifies overhead line equipment (OLE) including return conductors, and booster transformers, are electrically isolated where necessary and earthed, and constitutes a Permit-to-Work on or near these.

RT3154 Pilotman’s form for working of single and bi-directional lines by pilotman (Issue 12/03)

This form is used by the pilotman to record the details for the working of trains over single or bi-directional lines by pilotman, during a failure or when working to and from a point of obstruction. An example of this form is found in Rule Book module P2.

RT3155 Signaller’s form for working of single and bi-directional lines by Pilotman (Issue 12/03)

This form is used by signallers to record the details for the working of trains over a single or bi-directional line by pilotman, during a failure or when working to and from a point of obstruction. An example of this form is found in Rule Book module P2.

RT3156 Driver’s form for working of single and bi-directional lines by Pilotman (Issue 12/03)

This form is issued by the pilotman to drivers and records the details for the working of trains over a single or bi-directional line by pilotman, during a failure or when working to and from a point of obstruction. An example of this form is found in Rule Book module P2.

RT3177 Modified working arrangements (Issue 12/07)

This form is issued by the signaller to drivers and records the details for the working of trains where authorised under special arrangements on single lines. An example of this form is found in Rule Book module P2.

RT3181 Line blockage form (T12/T2) (Issue 06/06)

This form is used by the signaller, COSS and an IWA to record the details of a line blockage as set out in modules T2 and T12. An example of this form is found in Rule Book modules T2 and T12.

RT3183 Agent’s point setting form (Issue 12/03)

This form is used by a route setting agent to record the instructions received from a signaller when power operated points are to be operated manually. An example of this form is found in Rule Book module T5.

RT3184 Temporary block working ticket (Issue 12/03)

This form is used by a handsignaller to record the signaller’s instructions for temporary block working. Examples of this form are found in Rule Book modules T8 and S5.

RT3185 Reporting a signal/AWS/TPWS/ATP/TVM failure or irregularity (Issue 02/05)

This form is used by drivers and signallers to record details of a signalling failure or irregularity. An example of this form is found in Rule Book module S3.

RT3186 Release of signalling controls (Issue 12/07)

This form is issued by signallers and signalling technicians to record arrangements for the release of signalling controls. An example of this form is found in Rule Book module T1A.

RT3187 Signal engineering work (Issue 06/07)

This form is used by signallers and signalling technicians to record arrangements for and details of work which will interfere with the normal passage of trains or the normal operation of signalling equipment. An example of this form is found in Rule Book module T1A.

RT3188 Activation of TPWS other than when a signal passed at danger (SPAD) (Issue 02/05)

This form is used by a signaller to record information obtained from drivers after the activation of TPWS, except when a signal has been passed at danger. An example of this form is found in Rule Book module TS1.

RT3189 Signal passed at danger (SPAD) (Issue 02/05)

This form is used by a signaller to record information obtained from the driver of a train which has passed a signal at danger (SPAD incident). An example of this form is found in Rule Book module TS1.

RT3191 Pilotman’s single line working form (Issue 12/03)

This form is used by a pilotman to record the arrangements for single line working. An example of this form is found in Rule Book module P1.

RT3192 Signaller’s single line working form (issue 12/03)

This form is used by a signaller to record the arrangements for implementing single line working. An example of this form is found in Rule Book module P1.

RT3193 Driver’s single line working ticket (Issue 12/03)

This form is used by a pilotman to inform the driver of a train of the arrangements during single line working. An example of this form is found in Rule Book module P1.

RT3198 Possession arrangements form (Issue 06/07)

This form is used by the PICOP to record the arrangements for a possession of a running line. An example of the form is found in Rule Book module T3.

RT3199 Engineering supervisor’s certificate (Issue 06/07)

Form 3199, Engineering supervisors certificate, is used to record details of when an engineering supervisor is permitted to start work at a worksite by a PICOP. It is also used for recording the details when a COSS is given authority to start work within the engineering supervisors worksite. An example of this form is found in Rule Book module T3.

RT9909 COSSs record of arrangements and briefing form (Issue 12/03)

This form is used by a COSS to record the arrangements for setting up a safe system of work and briefing the work group. Examples of this form are found in Rule Book modules T6 and T7.

RS/230 Good practice note for writing Rule Book related documents (Issue 1, August 2003)

This document contains a set of conventions for language, format, design, structure and text used in drafting the new Rule Book (GE/RT8000). These conventions have been collated in this Good Practice Note to provide a resource for people engaged in writing local and special instructions and other Rule Book related documents.

RS/502 COSS Handbook (Issue 1, April 2005)

This document brings the COSS rules together, providing helpful guidance and clear diagrams.

RS/502-1 COSS Handbook Issue 1 – Update 1 (Issue 1, December 2006)

Due to changes published in module AM, issue 3, with the re-issue of RT3181, Line blockage form (T2/T12) and changes included in module T7, Safe systems of work when walking or working on or near the line, issue 3, there has been a need to amend the contents of RS/502, the COSS handbook. It is proposed to re-issue the COSS handbook in December2007 when module T2 is revised and re-issued. However, it is not practicable to re-issue the COSS handbook for the small amount of changes at present. Instead a small 4 page leaflet has been produced containing the updates to the COSS handbook. This leaflet is available on the RSSB and NCCA websites and can be printed off by owners of the COSS handbook.

RS516 Cab secure radio (CSR) Handbook, (Issue 1, April 2008)

This document is intended for signallers and drivers who use cab secure radio (CSR) and outline the generic instructions for using this equipment.
