RSSB does not recognise the document referred to by the RMT as a ‘leaked memo', which contains paragraphs copied from a publicly available research brief (T1035).
The research was commissioned last year by RSSB on behalf of the Rail Delivery Group (RDG) to determine how DOO(P) could be implemented across the remaining 70% of the passenger network cost-effectively, without compromising current operational safety.
RSSB is a not-for-profit company owned by major industry stakeholders. The company is limited by guarantee and is governed by its members, a Board, three independent non-executives and an independent chair.
