Risk-Based Training Needs Analysis (RBTNA)

Training is only beneficial if it is based on an analysis of needs or requirements and designed in a way that ensures those requirements are met.

A risk-based analysis of training needs will help to identify how risks associated with tasks can be minimised, and support decisions about how to best manage competence.  It can also inform the competence management cycle, as illustrated by the Office of Rail and Road in
Railway Safety Publication, Developing and Maintaining Staff Competence (RSP1).
