More irregularity data for MKV coach specification (VDYN 230)

Irregularity data for 175 and 200 KPH was reported in VDYN 217. This report presents data for 225 and 250 KPH, and extends the analysis to take the design alignment into account for the long wavelength alignment, and to calculate standard deviations and peak values in appropriate section lengths.
