Risk Management Maturity Model (RM3)

The Risk Management Maturity Model helps the rail industry increase its capability in health and safety risk management.

The Risk Management Maturity Model (RM3) describes what excellent management capability would look like for key elements of an organisation’s health and safety management system. The model was developed by the Office of Rail and Road (ORR), in collaboration with the rail industry. It is used by ORR Inspectors, and increasingly by duty holders, to understand their maturity in a number of business-critical areas. The model is a tool that helps assess an organisation’s ability to successfully manage health and safety risks. It can help identify areas for improvement and provide a benchmark for year on year comparison.
