The Safety Management Intelligence System

The GB railway benefits from a risk and evidence-based approach to safety management. The Safety Management Intelligence System (SMIS) has underpinned this for over 20 years, and RSSB is committed to further improvements.

The value of the Safety Management Intelligence System (SMIS) is in its collected data. A broad-based data set delivers a richer picture of industry risk. This intelligence supports better safety decision making when implementing mitigation measures.

Part of SMIS, the Causes report form provides an industry-wide mechanism for collecting underline cause data so that you can identify trends in accidents and make informed safety decisions. 

SMIS is the railway’s safety management and intelligence system, it has been running for over 20 years, has many users and is admired around the world. This section provides information on some of the activities we are undertaking to improve SMIS.

Good health and safety management relies on good data and analysis.  We process the data from SMIS, and other reporting systems such as Close Call, to generate safety insights which support industry decision making and help provide the direction for risk management activities.   

RSSB delivers training for new and existing users of the Safety Management Intelligence System (SMIS). Training is delivered using a combination of live sessions over Teams and e-learning, and it is free to RSSB member companies that use SMIS.

RSSB has guidance and best practice advice for SMIS users, as well as key SMIS terminology and safety reporting definitions.

RSSB manages the Safety Management Intelligence System (SMIS) on behalf of its members. The requirements for entering information into the SMIS are set out in RIS-8047-TOM Issue Two and the accompanying SMIS Application Matrix and End User Licence. These also inform on how that information should be used.
