Heritage Train Risk Group
The Heritage Train Risk Group (HTRG) supports industry stakeholders involved with the operation of heritage trains (as defined by the RSSB heritage standards) on the GB mainline railway (mainline heritage train services). The HTRG is the lead industry coordination group in the niche area of mainline heritage train services within Leading Health and Safety on Britain’s Railway (LHSBR).
"We accept our role within LHSBR as supporting the safe and efficient operation of mainline heritage train services to ensure they do not adversely affect the safe and efficient operation of regular mainline services but promote a positive image of railways to the general public. To achieve this, we will actively identify and respond to current and future risk challenges in step with the wider GB mainline railway industry."
Scope
The group develops and monitors the strategic risk profile for mainline heritage train services and defines measures to manage the risks associated with the following LHSBR priority risk areas:
Train Operations
- Heritage train accidents and incidents on the national rail network.
- Interface between heritage train operator and other associated heritage organisations.
Station Operations
- Specific focus on the demographic of mainline heritage train passengers.
- Liaison with station operators for platform-train interface including dispatch risk.
Workforce Safety
- Specific focus on the unique aspects of mainline heritage train services, including risks arising from the maintenance, preparation and operation of steam locomotives and the presence of volunteers, non-railway industry personnel, among others.
Rolling Stock Asset Integrity
- Management of corrosion, fatigue and wear of vehicles beyond their expected design life.
- Retention of collective technical knowledge of obsolete equipment not otherwise used on the mainline railway.
- Servicing of heritage locomotives and stock.
Public Behaviour
- Behaviour of mainline heritage train passengers on board heritage trains.
- Lineside trespass.
