It is important to involve workers in the management of health and safety, and communicate effectively, especially with trade unions. Effective involvement creates a culture where relationships are based on collaboration, trust and joint problem solving. Employees should be involved in assessing workplace risks and the development and review of workplace health and safety policies in partnership with the employer. The Railways and Other Guided Transport Systems (Safety) Regulations 2006 (ROGS) (Regulation 17(9)) places specific duties on employers who make an application for safety certificate or safety authorisation to consult.
