The guidance will provide some generic high-level advice on a number of key areas that should be considered when implementing an intervention. These include: estimating the cost of an intervention; conducting cost benefit analysis; developing a business case; using standards to help inform the design of interventions; installation constraints and dependencies; impact assessment – transfer of trespass to other locations; allocation of roles and responsibilities for intervention and developing an implementation schedule.

The guidance is aimed at those people who are selecting, implementing and evaluating trespass prevention and detection interventions, such as: Network Rail Route leads, Route Crime Managers (RCMs); representatives from Train Operating Companies (TOCs) and Freight Operating Companies (FOCs) as well as British Transport Police (BTP).
