Asset management is one of five key risk areas that industry will address through the Rail Health and Safety Strategy (the Strategy). The risk area covers asset integrity and freight safety.
Introduction
The rail network is a mix of old and new technology, which creates engineering challenges. By managing railway assets as a whole system, rather than in isolation, we can ensure safety, performance, and cost-effectiveness.
With improved information sharing and consistent risk management approaches industry can enhance performance, minimise failures and unlock significant value.
The Strategy is striving for ‘railway assets that are safe, high performing, and cost-effective. The strategic initiatives to address this critical risk area are listed below.

Strategic initiatives:
- Cyber security guidance for railway asset managers.
- Defect Recording and Corrective Action System (DRACAS) data sharing charter.
- Embedding Whole System Risk Model in management of extreme weather events.
- Enhanced techniques for the systems assurance of integrated complex systems (ETCS).
- Establish a Taking Secure Decisions Framework.
- Implement a National DRACAS for Control Command and Signalling systems.
