RSSB has developed a Guidance on the Application of Railway Standards in collaboration with the Department for Transport (DfT) and the Office of Rail and Road (ORR).

This guidance will help industry understand the different types of railway standards and how they apply on the mainline railway in Great Britain under:

  • the Railways (Interoperability) Regulations 2011 (as amended) (RIR)
  • the Railways and Other Guided Transport Systems (Safety) Regulations 2006 (as amended) (ROGS)
  • the licence and Statement of National Regulatory Provisions (SNRP) issued by the ORR to operate railway assets under the Railways Act 1993 and the Railway (Licensing of Railway Undertakings) Regulations 2005 (as amended) (the licence conditions).

It also describes the roles and responsibilities of the various railway actors and how those actors apply standards when proposing a change to a rail subsystem.
