Small Scale Change. This document defines, where applicable, a process to confirm that the design of a new or modified rail vehicle conforms to the relevant mandatory requirements.

A change in regulations has ended the mandatory use of Vehicle Acceptance Bodies (VABs) for independent conformance assessment and certification of rail vehicles, and introduced other specific bodies, such as Notified Bodies (NoBos), Designated Bodies (DeBos) and Assessment Bodies (AsBos). Mandatory requirements have been withdrawn and replaced by suitable requirements and guidance in RIS-2700-RST
