The needs of rail users should be central to any assessment of how the rail network operates, RSSB has recommended in response to a consultation from the Office for Road and Rail (ORR).

Our response to the consultation on ‘system operation’ also points out the need to ensure safety is never taken for granted and suggests that there is a need for clear coordination between long-term strategic objectives and day to day operations.

We also suggested that there is a need to ensure long-term strategic objectives fit with priorities for effective day to day operations. Our response also pointed out the importance of considering the current EU regulatory framework and that a whole-system approach should be taken.  ORR’s consultation seeks views of stakeholders on how the concept of system operation used in other sectors, can be implemented in order to better utilise and enhance capacity of the GB rail network. The outcomes will be used to inform their preparations for the next periodic review which begins next year.
