Public behaviour is one of five key risk areas that the Rail Health and Safety Strategy (the Strategy) will address. Public behaviour covers trespass and suicide, passenger and staff assaults and level crossings.

Level crossings bring pedestrians and motorists into a shared space, so the potential for collisions between users and trains is ever present.
Effective collaborative effort is essential for implementing a comprehensive, strategic, whole system approach to managing and reducing this risk. Combined efforts will reduce level crossing risks, including crossing closures or upgrades, consistent safety messages, and cost-effective technologies will all play a part.
