Industry Standards Coordination Committee
"ISCC supports the industry in overseeing the development of standards. We help users apply standards more effectively so that the economic and wider benefits of standardisation can be achieved. We will produce simple training tools to help improve and demonstrate a practitioner’s competence in standards. We support RSSB projects to improve standards."
Scope
ISCC oversees the work of the standards committees. It provides direction, advice and guidance on: the management and effectiveness of standards for the mainline railway; European standards issues relevant to the mainline railway; and strategic and legal issues relating to standards.
ISCC provides advice to the Department for Transport and the Office of Rail and Road on the role of the requirements in Railway Group Standards (RGS) as national technical rules or national safety rules. It also advises on the implications of these roles for the management of the mainline railway.
ISCC's activities are governed by the Railway Group Standards Code and the Standards Manual. Its full scope is set out in its remit.
Rail Leader Update – Standards, September 2023
RSSB has recently made a series of revisions to the Rule Book, including the first steps to reduce the dependency on detonators. In this rail leader update, Tom Lee, Director of Standards, discusses this and other news, including the financial benefit for industry following the revision of a particular rail industry standard.

Control Command and Signalling Standards CommitteeThe Control Command and Signalling Standards Committee deals with engineering interface issues between railway companies. This includes interfaces between trackside and train-borne sub-systems and between trackside equipment and railway undertaking operators. It excludes operational rules to operate equipment.

Data, Systems and Telematics Standards CommitteeThe Data, Systems and Telematics Standards Committee will be managing the change control process for the Telematic Applications for Freight and Passenger Services (TAF & TAP) National Technical Specification Notices (NTSNs) and oversee the development and maintenance of documents that support the effective sharing of data.

Energy Standards CommitteeThe Energy Standards Committee enables industry to develop standards for the electrified railway. Our main focus is to revise the standard for interfaces to electric trains, and to develop guidance for the safe operation of the electrified railway.

Infrastructure Standards CommitteeThe Infrastructure Standards Committee is the cross-industry decision making body for standards on track, gauging, stations and structures.

Plant Standards CommitteeThe Plant Standards Committee is responsible for Railway Industry Standards (RISs) covering the technical requirements and assessment of mobile plant used for the maintenance and construction of the railway infrastructure.

Rolling Stock Standards CommitteeThe Rolling Stock Standards Committee considers the interfaces between Rolling Stock and the structural systems of the Railway (signalling, infrastructure, operations and users).

Traffic Operation and Management Standards CommitteeThe Traffic Operation and Management Standards Committee considers the interfaces between the structural subsystems (signalling, rolling stock, track, structures and electrification) and the people that interact with it (signallers, drivers, guards, trackworkers).
