Data and Risk StrategyThe vision is to support tomorrow’s rail industry with new risk models, maintained and evolved locally, using live data, and for these models to drive timely interventions and decisions at all levels. In essence, 'the risk intelligence that a world class railway needs, efficiently provided to the right people in the right format and at the right time'. The companies directly engaged in the railway all play their part, be they infrastructure managers, passenger or freight train operating companies, rolling stock leasing companies, suppliers, or infrastructure contractors. These organisations are all represented on the Risk Management Capability Group (RMCG), which is the forum for developing and monitoring progress against this strategy.
Signals Passed At DangerWe have published the first phase of a new industry-agreed strategy to make the next step change in reducing and managing SPAD risk, and delivering safety and performance benefits to rail passengers and freight users. The key cross-industry collaborative groups which inform the work of the SPAD Risk Sub-Group are the Train Accidents Risk Group (TARG) and System Safety Risk Group (SSRG).
Tackling Freight DerailmentIn response to, and at the behest of, the Office of Rail and Road (ORR), a cross-industry group was set up to investigate the reasons why freight wagons derail, in particular when due to interactions of track, vehicle and offset load. The group was tasked with specifying and supporting the implementation of short-, medium- and long-term measures to reduce the risk of derailments so far as is reasonably practicable.
Rail industry road risk resource centreRoad driving provides one of the most significant opportunities for securing improvements in levels of harm. The Rail Industry Road Risk Resource Centre has been developed by RSSB in partnership with Highways England's Driving for Better Business (DfBB) team, to offer rail organisations a comprehensive resource to support the effective management of occupational road risk across the rail industry and supply chain.
To help industry to collaborate RSSB established the Road Risk Group. This group has representatives from each of the rail industry sector safety groups, from the ORR and Trade Unions and from TfL, HS2 and Highways England.
The rail industry's suicide prevention programme is directly governed by a steering group - the Suicide Prevention Duty Holders Group (SPDHG), facilitated by the Rail Delivery Group. This group is made up of representatives from those organisations within the industry that have responsibility for preventing suicide on the railway. The Groups aims are to reduce the:
- Potential for suicide on the rail network
- Impact of suicide events on staff and customers through trauma management and support
- Disruption and delay caused by fatalities.
The Trespass Risk Group is where the industry collaborates to reduce railway trespass. The industry works together and engages in a number of initiatives to address trespass risk. The main areas of focus are:
- Education and engagement
- Engineering controls
- Enforcement action
The Trespass Improvement Programme was set up in January 2018 and is an industry-wide collaboration involving British Transport Police, Rail Delivery Group, Office of Rail and Road, Department for Transport, passenger and freight train operating companies, Network Rail and RSSB itself.
Rail industry collaboration on health and wellbeing
Through collaborative working the rail industry seeks to build the social capital required for rail to play a UK leading role in the management of employee health and wellbeing.The Health and Wellbeing Policy Group (HWPG) provides oversight for two risk areas of Leading Health and Safety on Britain’s Railway and is the senior group to consider health across the strategy. Health and wellbeing issues are specifically identified as an important area for development of industry capability and maturity.
