The purpose of the guidance is to aid and support the evaluation of interventions that seek to reduce railway trespass events with specific guidance on: when to evaluate and the extent of evaluation; deciding on the purpose of evaluation; choosing evaluations measures; good practice in applying evaluation methods and reporting.

The guidance is aimed at those people who are selecting, implementing and evaluating trespass prevention and detection interventions, such as: Network Rail Route leads, Route Crime Managers (RCMs); representatives from Train Operating Companies (TOCs) and Freight Operating Companies (FOCs) as well as British Transport Police (BTP).
