Organisations which can tap into their employees' ability to learn will derive benefits as a consequence. Competence is central to developing a learning organisation and continuous improvement. In GB rail, management of competence is a legal requirement. Individuals within safety critical roles and those who undertake safety critical tasks, have the requirement within ROGS (Reg 24(1)) to ‘have been assessed as being competent and fit to carry out the work’. 

Companies with employees who undertake safety critical tasks must demonstrate adequate competency management and ensure suitable training is provided. Training must consider learning methods that relate theory and practical components adequately to the student and their role.
