Risk-Based Training Needs Analysis

Training is only beneficial if it is based on an analysis of needs or requirements and designed in a way that ensures those requirements are met.

It can also inform the competence management cycle, as illustrated by the Office of Rail and Road in
Railway Safety Publication, Developing and Maintaining Staff Competence (RSP1).

For example, for safety critical operational roles such as a train driver or a signaller, breaking down these roles into tasks and mapping the necessary non-technical skills will inform where the risk lies, and where training needs to be prioritised.  The analysis can be used in the design and implementation of training, focussing on essential areas and minimising irrelevant material.

The toolkit

We have developed the toolkit to help organisations identify how risks associated with tasks can be managed through learning, assessment and competence management activities, while aligning with both learner and business needs.

The tool opens in Microsoft Excel with data to input, review and amend. Instructions on how to use and customise the tool are contained within a user guide.

There are two versions of the toolkit, one which can be used to identify the training needs of train drivers, and a blank version that can be used for all other roles.

The train drivers’ version includes:

  • A list of core generic train driver tasks, grouped into higher-level goals
  • National Occupational Standards for train drivers (People1st) mapped to goals or tasks
  • Key underpinning knowledge needed for successful performance on each task
  • Key non-technical skills needed for successful performance in each task
  • Identification of tasks that are difficult (in terms of learning, retention, performance), importance and frequency
  • National risk data (Safety Risk Model, Version 8 and Safety Risk Model – Yards, Depots and Sidings, Version 8) mapped to each train driving task, identifying the risks inherent in each component of the role
  • Identification of fidelity requirements for each task
  • A list of learning and assessment methodologies

The blank version aimed at other roles is similar, except no data is included. This allows users to customise and assign data to each stage of the process for any role, using the same fields as those provided in the train driver version.

Accessing the tool

The toolkit is available as a download free of charge to RSSB members, or for a one-off fee to non-members.

Whoever uses the tool will need to be trained in the use of data from the Safety Risk Model Risk Profile Tool, details of which can be seen on this webpage. Training is available free of charge to RSSB members, or for a fee to non-members.

Any bespoke workshops to review and work through existing RBTNAs, and support with alignment to job roles will be at an additional charge.
