Insight into trespass will be informed either by trespass risk assessment and/or sources of incident data that show a high or increasing rate of trespass incidents.

All rail organisations have a duty to risk assess their assets and operations. Specific triggers for performing a trespass risk assessment may include the occurrence of fatal or major injuries, changes in infrastructure or rail operations, identification of high risk locations and a high number or increasing number of identified trespass incidents. The main source of incident data is the National Disruption Fusion Unit (NDFU), which provides information on the number and forms of trespass incidents that are occurring on the rail network. This information does not include specific sites like depots, and it may not be possible for all organisations to access this data.

Sources of information and data that can help to provide information on trespass events include:

  • National Disruption Fusion Unit (NDFU) – British Transport Police (BTP) data collected using TRUST and SMIS information which provides a range of quantitative and qualitative data on trespass events;
  • Trains Running Under System Tops (TRUST) – Network Rail (NR) data collected for delay attribution;
  • Safety Management Intelligent System (SMIS) – Nationwide Rail database for recording the rail industry’s safety related events;
  • Control Centre Incident Log (CCIL) – NR daily incident managing and logging tool;
  • Confidential Incident Reporting and Analysis Service (CIRAS) – Anonymous reports of concerns about safety sent to the relevant rail organisation;
  • BTP reports – a daily log or incidents reported to BTP on actors like time, location, nature of trespass and disruption caused;
  • An organisations own incident/accident reporting system.

Following the identification of a problem with trespass at a location then the next step, in conjunction with risk assessment, is to understand more about why trespass is occurring and then use this enhanced understanding to explore possible interventions.
