Understanding and Applying Standards
Course Overview
The course includes a deep dive into the current legal framework around standards. It includes UK legislation, EU legislation, other non-RSSB managed standards, and RSSB managed standards. It also covers the applicability and legal status of standards.
On completion, delegates will receive a certificate of attendance. This confirms the number of CPD hours gained.

The training consists of:
1. The core modules are 3.5 hours in total and cover:
- Introduction to the legal framework for railway standards
- UK statutory framework
- The EU legal framework, and how it affects the UK
- Non-RSSB managed standards
- RSSB managed standards
- Drafting, changing or deviating from standards.
2. Optional modules focus on understanding and applying standards. Each module is 1 hour in total:
- Risk assessment, taking safe decisions (TSD), Common Safety Method for Risk Evaluation and Assessment (CSM RA) and management of change standards
- Interoperability and standards
- Control, command, and communication standards
- Rolling stock standards
- Infrastructure standards
- Energy standards
- Specific duties under legislation. This includes applying the Railway and Other Guided Transport Systems (Safety) Regulations 2006 (ROGS)

Learning outcomes of core modules:
- Gain a general understanding of law in the UK in the railway context.
- Analyse legislation to discover how it is structured and its limitations.
- Gain an understanding of the legal framework in the EU and how it effects UK and GB rail.
- Gain an understanding of non-RSSB managed standards.
- Learn about RSSB managed standards, their scope, and the creation process.
- Learn about the process for requesting a new standard or changes to an existing one.
- Gain an understanding of when and what is needed to request a deviation.

Learning outcomes of optional modules:
- Understand standards for specific areas (risk assessment; TSD; CSM RA; management of change; control, command, and communication; rolling stock; infrastructure; energy).
- Understand what legislation applies and in what circumstances.
- Compare types of risk assessments to understand when each should be used.

Who should attend?This course is for anyone in the industry who uses standards. This includes engineers, operations specialists, safety practitioners, and project managers. It also benefits those who specify standards in contracts, and individuals managing people going on or near the track. Learning and Development teams who develop training materials will also find it valuable.
