Standards Consultations FAQs

06/01/2025
Find answers to frequently asked questions about the standards consultation process, including why consultations are necessary, how they work, and how you can participate.
  • What are Standards Consultations?

Standards Consultations are a formal process for developing, revising, or withdrawing railway standards, such as Railway Group Standards (RGSs) and Rail Industry Standards (RISs). They involve gathering input from a wide range of stakeholders, such as train operators, suppliers, and passenger groups, to ensure that standards are safe, efficient, and meet the evolving needs of the industry.

By actively participating in these consultations, stakeholders can play a crucial role in shaping the future of the railway industry.

  • Why are Standards Consultations Needed?

Standards consultations are essential for several reasons:

    • Improved Quality: By incorporating stakeholder feedback, standards become more effective, efficient, and practical, better meeting the evolving needs of the industry.
    • Increased Industry Buy-in: Consultations ensure industry views and concerns are considered, fostering support for the final standards and identifying potential implementation issues.
    • Transparency and Fairness: The consultation process ensures that all interested parties have a voice and that decisions are made openly and fairly, as required by relevant regulations.
  • How do Standards Consultations Work?
    1. A proposal for a change to a standard is submitted.
    2. The relevant standards committee determines the scope and method of consultation.
    3. A timeframe is set for stakeholders to submit comments.
    4. The committee reviews comments and considers how to address them.
    5. The proposal may be revised based on feedback.
    6. The committee approves the changes, and the relevant authorizing body (e.g., RSSB) authorizes them.
    7. The outcome of the consultation is published.
  • How to Participate in Standards Consultations:
    • Stay Informed: Monitor RSSB Standards Consultations portal and other relevant sources for upcoming consultations.
    • Register Interest: Register with RSSB to be notified about specific standards consultations.
    • Review Documents: Carefully review consultation documents.
    • Submit Comments: Submit comments within the specified timeframe.
    • Engage with the Process: Attend relevant meetings or workshops to discuss the proposals with other stakeholders and the standards committee

Standards consultations aim to ensure that railway standards are developed and maintained with the input and support of the entire industry, leading to safer, more efficient, and more effective railway operations.
