Infrastructure Technical Specification for Interoperability/National Technical Specification Notice Mirror Group
The Infrastructure Technical Specification for Interoperability/National Technical Specification Notice Mirror Group (INF TSI NTSN MG) is a subgroup of the Infrastructure Standards Committee (INS SC). It shares, coordinates and collectively agrees GB rail’s views on matters relevant to changes to National Technical Specification Notices (NTSNs) and Technical Specifications for Interoperability (TSIs).
"The INF TSI/NTSN Mirror Group has been asked by the INS SC to oversee the content of the INF NTSN on behalf of the GB rail industry. It was established to monitor changes to the corresponding INF TSI and assess them for suitability to be applied in GB. Another function of the group is to assess requests from the industry to make changes to the NTSN independent of the TSI content. Through this, we aim to ensure that the updated NTSN will meet the needs of the industry whilst benefiting from the experience in Europe."
Scope
The functions and responsibilities of INF TSI NTSN MG are to work with RSSB to make recommendations to INS SC with regards to:
- proposals to change NTSNs and TSIs, including the implications of NTSN and TSI changes on national technical rules
- comments on NTSNs and TSIs to be channelled to the GB sector representative to influence TSI development and RSSB as the organisation managing NTSN changes
- whether to align or diverge NTSN requirements from TSI requirements, aligning with relevant strategies approved by the Infrastructure Standards Committee (INS SC), wider sector strategies and government policy
- the need to develop GB-specific cases in the NTSN and associated national technical rules, and make recommendations
- NTSN changes drafted by RSSB and associated analysis developed by RSSB
- interim or permanent solutions to address relevant NTSN challenges and issues and how to codify them in the NTSN issues log.
Where necessary and required, INF TSI NTSN MG consults with other TSI/NTSN mirror groups and other industry groups on related interface matters, to ensure consistency between subsystems.
The mirror group consists of experts in accessibility and from the rail industry. The collective expertise will be used to ensure the advice to the DfT is well considered and reflects the industry view.
