New technology has brought many benefits to the rail industry, but at the same time it increases the complexity of processes and standards to assure its safe introduction. If the safety management of change is not managed effectively, then it can lead to significant costs and delays, as key safety issues can emerge late in the project lifecycle, requiring costly fixes or creating the inability to demonstrate safety. If the identification of hazards is done in a bespoke manner for each project, considerable effort may be required, and may repeat work done elsewhere. In addition, key hazards may be missed.
