Traffic Operation and Management Standards Committee
The Traffic Operation and Management Standards Committee (TOM SC) considers the interfaces between the structural subsystems (signalling, rolling stock, track, structures and electrification) and the people that interact with it (signallers, drivers, guards, trackworkers).
"We oversee the development and maintenance of standards, guidance notes and other documents which support transport operators in developing and reviewing their safety management systems and associated processes and procedures. We work collaboratively with others to deliver the improvements that are necessary to provide a better, safer railway."
Scope
The scope of the TOM SC is defined in its remit. The committee’s coverage includes:
- train operation
- signalling and infrastructure operation
- workforce safety
- safety management systems
- working instructions for people employed in a range of activities on the main line railway network (the Rule Book and other National Operations publications)
- drugs and alcohol policies
- working hours.
Coverage excludes engineering requirements for rail vehicles; track, signalling and communications systems; and the maintenance and renewal of these systems.

Operation and Traffic Management Technical Specification for Interoperability Mirror GroupThe Operation and Traffic Management Technical Specification for Interoperability Mirror Group scans the horizon for operational issues emerging in Europe. This can be through change requests and the Technical Specifications for Interoperability (TSIs), which may impact on our rules and standards. We inform industry of the issues and propose recommendations for operational application that serve the best interests of the GB Railway and its stakeholders.
