Climate Change Adaptation Working Group

The purpose of the Climate Change Adaptation Working Group (CCAWG) is to lead and define a collaborative industry approach to weather resilience and climate change.

Scope
The CCAWG seeks to:
- Lead on a coherent and clear narrative on climate change adaptation in rail.
- Influence policy on climate change adaptation including but not limited to procurement, contracting and investment decisions.
- Advance and promote appropriate climate change adaptation in rail operations, projects and strategic plans.
- Collate and communicate climate change adaptation information.
- Identify research and development needs around climate change adaptation and act as steering group for such projects.
- Enable a strategic approach to capacity building (competency, knowledge, and awareness) in climate change adaptation.
- Act as the subject matter experts on climate change for the industry.
- Facilitate cross-industry networks and activities that encourage collaboration, solve challenges and ensure climate change adaptation is included in rail projects and operations.
What we have achieved so far
- Agreed a standardised set of climate projections for the rail industry, providing a consistent evidence base to support climate risk and adaptation planning across the sector.
- Developed climate change adaptation metrics to assess how rail organisations are identifying, managing, and responding to climate-related risks.
- Piloted the Rail Adaptive Capacity Assessment, a maturity-based assessment that helps organisations understand their current capability to manage climate risks and identify clear, practical areas for improvement.
- Improved industry capability and alignment on climate adaptation, through collaboration between the department for transport, infrastructure managers, operators, and other stakeholders.
- The group has formed an important forum for the train operators in developing Weather Resilience and Climate Adaptation (WRCCA) strategies for 2025/26.
