Level Crossings

A whole systems approach to level crossing risk management

Public behaviour is one of five key risk areas that the Rail Health and Safety Strategy (the Strategy) will address. Public behaviour covers trespass and suicide, passenger and staff assaults and level crossings.

Introduction

Level crossings bring pedestrians and motorists into a shared space, so the potential for collisions between users and trains is ever present.

Effective collaborative effort is essential for implementing a comprehensive, strategic, whole system approach to managing and reducing this risk. Combined efforts will reduce level crossing risks, including crossing closures or upgrades, consistent safety messages, and cost-effective technologies will all play a part.

The Strategy aims to deliver ‘a whole systems approach to level crossing risk management’. The strategic initiatives to address this critical risk area are listed below.

    • Level Crossing Systems Standard Published. 
    • Develop emerging technologies for cost effective ways to reduce and manage risk.
    • Industry working together to think of level crossing risk in its entirety.
