RSSB Appoints Joshua Fisher as Chief Operating Officer

Joshua was appointed Chief Digital Officer for RSSB in 2020, bringing with him a wealth of expertise in digital transformation and operational leadership. Building on his success in this role, he will step into the position of Chief Operating Officer from 1 January 2026.
In his current role, he sets the strategic direction and delivery roadmap for the use of technology at RSSB. His work drives improvements in rail safety, sustainable development, and the delivery of rail standards through digitally enabled services and ingenuity.
Joshua is dedicated to developing and leading high-performing teams, where individuals are empowered to reach their full potential and tackle significant challenges through collaboration.
Before joining RSSB, Joshua worked at PA Consulting Group, where he partnered with organisations across the transport and logistics sector to develop new digital tools and transformative capabilities.
Joshua gained a first-class honours degree in Information Technology from the University of Reading.
The new appointment is a strategic step to strengthen RSSB’s executive team. It will add to the continued support RSSB gives the rail industry to deliver a safer, more efficient, and a more sustainable railway.
There will be a handover period between January and April 2026 from the outgoing Chief Operating Officer Johnny Schute to Joshua.
Mark Phillips, RSSB Chief Executive, said:
‘We’re delighted to welcome Joshua into the role of Chief Operating Officer. Joshua’s deep understanding of our organisation and his proven ability to lead complex programmes will be invaluable as we navigate the challenges and opportunities ahead.
‘His commitment to collaboration and innovation reflects RSSB’s core values, and I look forward to working closely with him as we continue to deliver for the rail sector.’
Joshua Fisher, RSSB Chief Operating Officer said:
‘I’m excited to take on this role and continue our journey of improvement for our customers. At RSSB, we’ve shown how technology and data can unlock smarter, safer, and more sustainable decisions—and that work is never complete.
‘My focus will be on keeping our members at the heart of everything we do, challenging the norm, and finding better ways to deliver value. By working together, we can set the benchmark for customer experience.’
