The rail industry stands at a critical juncture. While our work to mitigate the risks of climate change is gathering pace, their rapidly increasing impacts pose an equally significant challenge to the reliability and resilience of the system.
Extreme weather events—from heatwaves and flooding to storms and landslips—are no longer isolated incidents. They’re becoming a growing operational threat.
But a key challenge for the industry has been identifying what we should be measuring to effectively gauge our performance against our sustainability goals, particularly concerning adaptation and resilience.
The Sustainable Rail Blueprint provides the overarching strategy for sustainable rail, of course. But without robust metrics, assessing our progress against it—and ensuring industry-wide alignment with it—becomes a significant hurdle.
It’s within this context that we’re working on a set of climate change adaptation metrics so that the rail industry can effectively adapt to the changing climate.
Safeguarding operational integrity
The value of these metrics will lie in their ability to help safeguard the operational integrity of our network for years to come.
In particular, they will provide a framework for:
- Quantifying climate risks: Establishing clear indicators will give us a data-driven understanding of potential impacts. They’ll allow us to use more targeted and effective risk mitigation strategies and provide quantifiable thresholds for action.
- Measuring adaptation effectiveness: By tracking performance against these metrics, we can refine our approaches and ensure that we’re investing in solutions that deliver tangible results. Are investments in improved drainage systems reducing flood-related disruptions, for example?
- Benchmarking and collaboration: These metrics enable benchmarking and knowledge sharing across different rail operators and infrastructure managers. This collaborative approach, made possible by comparable data, will accelerate the adoption of best practices and lead to a unified, resilient network.
- Informing strategic investment decisions: By demonstrating the tangible impacts of climate change on our operations and the effectiveness of various adaptation measures, these metrics will provide a solid evidence base for investment decisions.
- Enhancing stakeholder confidence: Adopting these metrics will enhance the confidence of passengers, freight customers, and government stakeholders in the long-term reliability and sustainability of the rail network.

Our sustainability team has already identified what we should measure for areas like waste, nature, and water, providing a valuable foundation for these broader climate adaptation metrics.
By extending this rigorous approach to the specific challenges posed by climate change, we’re empowering rail to move from reactive management to proactive resilience building.
It’s going to be vital to engage actively with and champion the adoption of these new climate change adaptation metrics. They’re not merely a reporting exercise; they’re a vital tool for ensuring the longevity of our rail system in an increasingly volatile climate.
