Summary Of Changes

The title of section 5 has been changed and a new section 5.3 introduced to provide greater clarity and consistency regarding instructions for signallers and drivers when reporting possible track defects. The changes are intended to improve performance by avoiding trains being detained unnecessarily and facilitate swifter diagnosis of track issues as a result of more accurate reporting. They are intended to allow the response to be proportionate to the probable nature of the defect. Section 40.1 has been revised to facilitate the introduction in the Rule Book of the flexible train arrival point (FTAP). Section 41 has been revised to include instructions where trains are unable to make normal progress and may be brought to a stand, and to include signallers’ instructions. The intent of the changes is to allow a driver to communicate with the signaller earlier if a train has become or could become stranded. This will allow quicker implementation of mitigation measures and reduce the risk of train stranding incidents. A new Section 44 has been introduced to give greater clarity and consistency regarding instructions for signallers and drivers in the event of a trespass incident. These changes are intended to reduce the impact on performance by ensuring that the response is proportionate to the level of risk associated with a trespass incident, without adversely impacting safety. Sections 45 and 46 have been renumbered as a result of this new section. Section 47 (previously section 46) has been revised to facilitate the introduction of high output protection zones into the Rule Book. The introduction of high output protection zones into the Rule Book is intended to improve track worker safety by removing the need for possession support staff to go trackside to place standard possession protection, and to result in improved productivity on each occasion that a high output train is used
