GOGN3678 is a new Guidance Note developed to assist railway undertakings in the management of training, competence and assessment of staff who undertake the guard role. The framework set out in the standard supports legal compliance under the Railways and Other Guided Transport Systems (Safety) Regulations 2006 (ROGS) and the Operation and Traffic Management National Technical Specification Notice (OPE NTSN), and aligns with Office of Rail and Road (ORR) guidance. It enables railway undertakings to tailor training to operational needs while ensuring consistency. The change is expected to improve safety, reduce operational and onboard incidents, enhance operational performance, and streamline training delivery. Estimated industry savings over five years total £4.7 million.
