RIS-3780-TOM Iss 2

This document contains the necessary requirements and guidance for the development of contingency plans to manage failures of the GSM-R voice system. It also provides requirements and guidance relating to the use of the train radio for communication to or from a moving train.

In the second issue, a competent person operating from a non-leading cab has been included as an added mitigation measure in case of train radio failure in the leading cab.

The document has also been subject to editorial changes throughout to update it to the current Rail Industry Standard (RIS) format. This means the entity responsible is now clearer, to help users comply with the requirement.

Existing references have been updated, and new references to other documents that support the requirements of RIS-3780-TOM have been added. Appendix A has been rewritten to include the new mitigation measure.

11/02/2025 - TOM SC approved 12m review recommendation at its meeting in Jan 25. Change project to be initiated.
