Synopsis
Summary Of Changes
RIS-3781-TOM is intended for freight operating companies and operators of freight terminals, yards, and those who prepare engineering trains. The standard assists the users to meet fundamental operational principle 5, 'Trains must not be allowed to begin or continue their journeys until it is clear that it is safe for them to do so’.
A new requirement has been included in Issue 2 to compel Railway Undertakings (RU) to assess the time and resources required to prepare a train for service. The benefits of train preparers having adequate time and resources to complete the task may reduce the risk of trains entering the network when not safe to do so.
New requirements have been added to the document regarding the use of Certificates of Readiness. These documents provide assurance to the train preparer that tasks undertaken following the loading or unloading of vehicles have been completed to an agreed standard.
