This document provides requirements for managing the introduction and use of axle counters so that operational risks are controlled during planning, implementation and operational stages.

RIS-8217-TOM reproduces GERT8217 in its entirety, unchanged in Annex A. This RIS can be adopted by IMs and RUs to help discharge their responsibilities to carry out a suitable and sufficient risk assessment for the introduction and use of axle counters. This document is currently under review.
