On-Train Camera Monitoring Systems

Synopsis

This document sets out requirements for the installation and use of modern camera systems for the purposes of recording, storing, and accessing video data on rolling stock. It contains guidance on methods to protect the camera systems and data storage from physical or cyber unauthorised access, and British Transport Police evidential requirements.

Summary Of Changes

RAIB report 02/2023 recommendation two required that the Department for Transport, working in conjunction with Rail Safety and Standards Board, should review standards and guidance, so that all new trains are fitted with effective forward-facing CCTV systems.

RIS-2712-RST issue 1.2 sets out new requirements for forward-facing camera systems, including the duration for which they should remain active following deactivation, which is a key point in the RAIB report.

Minor alterations have also been made throughout all sections and references updated where previous ones have since been withdrawn. The scope of the standard has been revised so that the conditional applicability of the standard, which was previously for passenger rolling stock only, can now be applied to all other rolling stock vehicles.
