This technical note aims to inform the industry about assessment against GMRT2100 issue one in relation to the Carmont rail accident, the process set out in the document can be applied to similar assessment against the current issue of GMRT2100 and other rolling stock standards. 

Issue two of this guidance note includes minor additions to take into account ORR’s recommendations and safety-related cost-benefit analysis guidance published by RSSB in July 2025. It is approved by Rolling Stock Standard Committee (RST SC).
