March 2024 Standards Update
Several changes to standards have been published in March 2024. These are new or updated standards and point releases in several areas. These are the areas of noise and vibration, camera monitoring systems, electromagnetic fields at work regulations, designing rail freight wagons, and platform height. Codes of practice are also included.

Rolling Stock
One Rolling Stock standard point release has been issued.
RIS–2712–RST Iss 1.2 – On-train camera monitoring systems
This standard was updated to include two new requirements so that forward-facing CCTV is installed on rolling stock. This change was prompted by the publication of RAIB report 02/23 that included a recommendation relating to standards reviews and updates.
One new Rolling Stock technical note has been issued.
TN2310 Iss 1 – Compliance with noise and vibration legislation
This new Technical Note will help familiarise organisations operating across the GB mainline railway with their statutory duties in respect of noise and vibration generated by railway activities.
It replaces GMGN2460 Iss 1 – Guidance on Compliance with Noise and Vibration Legislation in the Railway Environment, which has now been withdrawn.
Plant
One Plant standard point release has been issued.
RIS-1530-PLT Iss 7.1 – Technical requirements for On Track Plant
There is a correction in Section 5.1, which now refers to BS EN 280:2013+A1:2015 (was +A1:2011).
Amendments in Sections 9.2 and 9.3, permit existing machines to be recertificated to earlier versions of applicable standards, unless they are being modified in the affected area. Specifically:
- Excavators used as cranes can be recertificated to the 2006 versions of BS EN 474-1 and -5.
- Excavators used as cranes that are modified - the 2022 versions apply.
- Mobile Elevating Work Platforms (MEWPs) can be recertificated to the 2001 (or later) versions of BS EN 280.
- MEWPs that are modified—the 2022 version applies
Control, Command and Signalling
One CCS standard point release has been issued.
GKRT0028 Iss 3.2 – Infrastructure Based Train Detection Interface Requirements
Minor amendment was made to the guidance, suggesting that a risk assessment may be needed where Insulated Block Joints are staggered.
Energy
One Energy standard point release has been issued.
GLGN1620 Iss 1.1 – Guidance on the Application of the Control of Electromagnetic Fields at Work Regulations
References to legislation in this Guidance have been updated for March 2024.
The Rule Book
In March 2024, there is one update to the Rule Book.
GERT8001 Iss 81 – Changes to National Operations Publications for March 2024
This amend supersedes the update made in December 2023.
