Getting Help with Standards
RSSB manages Railway Group Standards, (RGSs), Rail Industry Standards (RISs), Rail Industry Guidance Notes, and the Rule Book, as well as associated documents and tools on behalf of the GB mainline railway. This page provides information about how we can help if you have a problem with a standard or have suggestions for improvements.
Problems or Suggestions
If you have a problem with a standard or have a suggestion for improvements, we recommend using our ‘Request for Help’ process. The ‘Request for Help’ process is the principal way in which standards users can initially engage with RSSB. This opportunity is available to anybody, and a simple form helps to identify the user, define the problem and explain what good would look like.
For the most part, the ‘Request for Help’ process is the primary means to request a change to a standard. It may be that the user just needs support in understanding a standard and how to apply it, the applicant might need a deviation to the standard, or sometimes it might be more appropriate to publish an amendment to the standard. The types of queries that should be raised through this process are if the user:
- Requires help or advice from RSSB with interpreting or applying NTSNs, RGSs, RISs, GNs or the Rule Book.
- Wants to request a change to an NTSN, RGS, RIS, GN or a Rule Book document.
- Is unsure as to whether you need to apply for a deviation from an RGS or the Rule Book.
- Is requesting access to supporting documentation listed in a deviation certificate.
The process enables standards users to explain their challenges, the benefits they are seeking and to engage effectively with RSSB, without the user needing to have a comprehensive understanding of the standards framework. We can then determine the most suitable course of action which might range from advice, a deviation application or a change to a standard.
Finally, the ‘Request for Help’ process is an indicator of the suitability of standards, especially if the outcome is a change to standards.
Applying for a deviation
You can apply for a deviation to a standard if you cannot comply with a requirement and need to seek permission to use an alternative provision. If you know that you require a deviation, you can apply for one directly. To do this, you should apply for a deviation which sets out the alternative provision you wish to put in place, on either a temporary or permanent basis. We will process your application so that the Lead Standards Committee can make the final decision on the outcome. Alternative arrangements for RISs
If you are unable to comply with a requirement in a RIS, you may identify and use an equally effective alternative arrangement to achieve the purpose of the RIS, after consultation with those who are likely to be affected.
If you are planning to implement, or have implemented, an equally effective alternative arrangement to a requirement in a RIS, we encourage you to tell us. We would like to know why you are unable to comply with the requirement and what alternative arrangement you have implemented or plan to implement.
You have the option to seek an opinion on your alternative arrangements from the standards committee responsible for the RIS, or you may wish to inform us of your alternative arrangement. The opinion can be used by you to support your assurance work, share best practice, and help to improve the quality of industry standards.
